I am finishing my Graduate Research Proposal on Runway Incursions. Particularly on proposing a point system much like the one for driver's license being added on to pilot or air traffic controller's license or certificates for violations leading to runway incursions. Took the survey and some of the questions are too general. Incursions happen because either the pilots thought they were given a certian instruction, misunderstood the controller or got confused by all the confusing signs.

Controllers talk to fast
Controllers give routes to quickly and expect a response too quickly
There needs to be a more clear way of airport directions

We all know the PIC is responsable in the end anyways.
